I think another variation of this idea is to create a wordpress theme and submit it to various directories. This has a powerful viral marketing effect because your link will be on the bottom of those templates.

Your problem is the “exchange” part. Reciprocal links are easily detected by Google who can analyse linking patterns very, very efficiently. Three-way linking is supposed to be a way around that but it’s pretty illogical.
