I do believe most of the individual Tweet pages are indexed. I just searched for some of my old Tweets in Google - and it shot out some of the Tweets. The weight Google gives to Twitter is currently changing - so it's important to keep testing - and see what we can find. Chris, interesting question. I've submitted and been accepted by some high quality directories, but it's been weeks and Google still has not counted the link.
